An elderly Jew sits among tombstones labeled "Jewish State," "Uganda," "Russian Duma," and "Galveston," all of which were suggested solutions to the "Jewish Question." From the time of the great upheavals in Russia's Pale of Settlement, these proposals addressed the problems of Jewish emancipation, lack of civil rights, and cultural exclusion. The solutions included emigration to the West, attempts to settle Jews in rural, agricultural areas such as Argentina, Palestine and the United States, and the creation of a Jewish polity in Uganda. Few of these plans, if any, were deemed successful. The caption reads: "The Jew in the graveyard of his hopes."
